The Constitution and Bylaws Committee is responsible for the drafting of all proposed updates and amendments to the Constitution and Bylaws of the Kansas Water Environment Association (KWEA). The Committee is also charged with direct liaison with the Constitution and Bylaws Committee of the Water Environment Federation (WEF). The Kansas Water Environment Association Constitution and Bylaws Committee shall be in frequent contact with the Federation Committee and shall communicate all pertinent issues of concern to the membership of the Association.
All draft amendments shall be submitted in writing to the KWEA Executive Board for review and approval. If approved by the Executive Board, or requested by at least 20% of the membership, the proposed amendment(s) shall be submitted to the KWEA membership at least 30 days prior to the published date of the Annual Conference and the Associations business meeting. The draft amendment, membership notification of the upcoming vote, and an explanation of the circumstances leading to the proposed amendment(s) shall be developed by the committee and submitted to the editor of Splashings for publication in the issue preceding the Annual Conference. If a thirty day time period cannot be met through publication in Splashings, a separate mailing to all members shall be made. Following approval of the proposed amendment by at least 2/3 of the members present at the Annual Business meeting, the Committee Chair shall submit the proposed KWEA amendment(s) to the WEF for their review Upon receipt of WEF comments/revisions, the document shall be revised and resubmitted for WEF acceptance, and publication. Following acceptance by the WEF, the Constitution and Bylaws shall be posted to the KWEA website.
The Committee and the KWEA Secretary Treasurer shall maintain computer files of the Association’s Constitution and Bylaws and shall provide for periodic review and updates to accommodate Association and Federation policy change(s). The Committee shall provide a hard copy of the documents upon request. The Committee shall also provide interpretation of the document or portions thereof at the request of the Executive Board and/or any member through written request.
The committee chair shall submit a written report to the Vice President on the committee's activities at least 30 days prior to the annual meeting. The Vice President will compile the committee reports, distribute them to the Board, and turn them over to the new vice president for use in assessing changes for the next program year.
